Understood. Even after that, no wizards. See attached image. (what am I missing?).

This is a boot-strapping issue.

The wizards are written as a plugin to Conversant, and can only provide their User Interfaces via a conversation.

Brand new zones don't yet have a conversation, so there's no way to get to the wizards.

You *must* create the first conversation manually, and then use that to get to the wizards.

Can you explain what you mean by, "when unable to access it" ?

The problem may have been that new conversation's don't have a home page (this is a bug, thanks for the reminder). Create an index page for the conversation after creating the conversation itself.

(The site-creation wizard takes care of all that for you.)

I created a new zone called "IT" at http://anesthesia.psu.edu/. I tried to creat a conversation called 'main', but, when unable to access it, deleted it. Now, when I try to reach the zone from http://anesthesia.psu.edu/admin/system/zones, I receive the error:
Error: Can't coerce the value to a true or false "Boolean" value.
